The Ministry of Construction intends to make compulsory installation of remote meters. Installation in homes of meters with the function of remote transmission of indications is proposed to be made mandatory next year. This will allow to put things in order in the sphere of payments for utilities, since information about the consumed resources will automatically go to the data collection centers. The innovation will affect buildings after major repairs and new buildings, follows from the documents of the Ministry of Construction, with which «Izvestia» got acquainted.

From the beginning of next year, the relevant departments will begin drafting amendments to the regulatory documents that will allow this initiative to be implemented.

Changes will come into force no earlier than July 1, 2019, follows from the draft “road map” for the project “Smart City” program “Digital Economy of the Russian Federation”.

 

Discussion of the draft “road map” is being held this week in the framework of the working group on the development of housing and communal services expert council under the government of the Russian Federation, told « Izvestia» one of the participants of the working group.

 

In the second quarter of 2019, amendments will be made to the legislation of the Russian Federation providing for the mandatory work on installing meters for fuel and energy resources, utilities and services with the function of remote transmission of indications when new houses are put into operation, as indicated in the text of the document. The same applies to apartment buildings included in the capital repair programs.

 

Conditions for the wide introduction of such metering devices are planned to be created by the end of 2019.

 

It is expected that by the end of 2021, these systems will be used by 100% of new consumers in new buildings and half of residents who replaced meters in 2020-2021 during the overhaul.

 

One of the initiators of the installation of smart counters – the first deputy chairman of the Duma committee on housing policy and housing and communal services Alexander Sidyakin complains that many apartment owners often twist the appliances, “insert magnets, film, turn the counter in the opposite direction” to pay less. As a result, the costs are borne by other residents.

 

Installing an intelligent system, the citizen will begin to save, as he will not be able to steal resources either he or his neighbors in the house – all the information will be seen by the operator in the data collection center.

 

What is the meaning of the system? Each counter has an electronic head, a kind of “brain” that transmits readings within 4-6 km in online mode. If the whole house is connected to such a system, it is impossible to steal, because any intrusion will be fixed, “Alexander Sidyakin explained to «Izvestia».

 

Now the legislation already has measures that allow the subjects of the Russian Federation to install such meters during the overhaul of houses. In addition, the Housing Code permits using “smart” devices to calculate the cost of common house needs – cleaning stairwells, elevators, garbage chutes, watering flowers in the entrances and so on.

 

Already in the second quarter of 2018, profile ministries should send a report to the government on proposals for the mandatory installation of such common house and individual meters of energy resources in apartment buildings. The corresponding instruction is fixed by the governmental order of April 19, 2018, which «Izvestiya» got acquainted with.

 

Alexander Sidyakin says that in this case it is necessary to take into account not only energy resources (light and heat), but all systems that serve the house.

Executive Director of the non-profit partnership “Housing and Communal Services” Svetlana Razvorotneva believes that the introduction of smart meters is the only way to restore order in the sphere of payments for utilities.

 

More stringent sanctions are required for non-payment of resources, for failure to install these meters. Now such intellectual systems are very rare simply because they are part of the common property and for their installation you need a decision of the general meeting, at least two-thirds of the votes of the owners, “Svetlana Razvorotneva commented.

 

According to Alexander Sidyakin, to obtain real savings when paying for communal resources, only the installation of smart meters is not enough. In the house it is necessary to exclude drafts, to decorate the facade with energy-efficient materials, to install weather-control nodes-the so-called “weathermen”, which, depending on the temperature of the air on the street, regulate the supply of heat to the house, and so on.

 

The deputy noted that in houses with the highest energy efficiency class (A), savings on payments for housing and communal services can start from 40%, the cost of the meter will pay off in 6-9 months.
